Definitions proto provides an envelope to define the following using existing descriptor protos.

attributes ( vocabulary)
metrics
quotas
labels
log entries
monitored resources
principals.

I think the attribute vocabulary is a very different type of thing than the metrics and quota descriptors, and those don't belong together.

Attributes are a core part of the model, something like quota is a specific aspect that may or may not be present in any particular installation of istio.

So basically anything that comes from an aspect should be separated from things that are core to the model.

I think we should move attribute and vocabulary to istio.attribute. Leave the rest under mixer/somewhere.

The set of attributes supported by a deployment is not a property of the configuration state, it is a manifest associated with pieces of code (the proxy in particular). As such, I don't think this field should exist here.
