Overhaul build so that aggregated javadoc is bundled with antora instead of published via zip file from root project.

Bundle Javadoc with Antora

- Remove javadoc related tasks from root project
- Add aggregated javadoc task to spring-shell-docs
- Various antora version updates
- Bundle javadoc via collector into antora build
- Remove refs to distZip in workflows
- Relates spring-projects#1132

Now published with 3.4.0 snapshots. Should think if we backport to 3.3.x/3.2.x before next release.

Remove disabled tasks from docs

- i.e. disabling jar will make local publish fail
