Sometimes when @rustbot modify labels: ... is run, rustbot opens a new issue with the label applied and doesn't apply to the initial issue.

Oh man, it just did it again. It must not be an issue with triagebot then, because I didn't apply labels.

I don't, but it should be on your end - any duplicate traffic seems to be on your side; you are the actor according to GitHub. Maybe you're double clicking or something like that?
