Fix automatically scrolling to the element which id matches the hash segment of the url when there's loading substates.
Updating to the v3.0 series was due to removing
scrollWhenPaintedas a config option. Also, we fixed some hidden bugs with scheduling when to scroll to your last y position.Configuration
