closes #1056, replaces earthly with Dagger.

This will take a while to pull off i think.

TODO

  • Build JS stuff
  • Lint / FMT JS
  • Typedoc
  • Publish docs
  • Build Rust stuff
  • Cargo Nextest
  • e2e tests
  • Integrate with Github Actions / pull requests etc.
  • Speed up the "load module" step (10+ seconds for browser, 1min 30 for rust, maybe there are some more folders that should be ignored?)
