Can we add tarantool/tt in setup-tarantool? via with: option or using any other mechanism

I hate download tarantool.sh each time, and reinstall tarantool on each build

There are ready-to-use executables on the release pages as well as a Debian package that (I guess) can be installed in one line like apt install <uri>. And these are already hosted by GitHub and likely very fast to download from GitHub hosted runners.

If the Debian package installs slowly, please, check, whether it is due to actions/runner-images#10977 (it is a very frequent problem).

I don't mind to add a shortcut to the setup-tarantool action, though.
